Its taking awhile for my HL to reinstall because i dont have the disk so i am doing it through Steam. But my BB download is completed and i want to install it. Would it not work if i install BB before HL is finished installing?

You need the half life directory to be in Program files/valve/steam/steamapps/(yoursteamid)/half life <---- here! If its not there BB wont auto install to it. Check becuase im not sure, but on steam when downloading i think the directory is created when you start the download. So it should install but wont open just yet.
