Ok I tried running a dedicated server and stuff but it doesnt show up on the serverlist......

I have opened every single fricking port that it says Half-Life/Steam/Counter-Strike/et cetera uses and I even turned off my firewall but it still doesnt work....can anyone suggest how to fix this or why it would be doing this?

I dont give a shit if im safe while hosting my server...Im willing to take some spyware and viruses that I can remove if I can host my damn server and people can join.

Turn off your firewall and forward your ports.

I have...I have forwarded all the ports that that site and others say to forward for steam/half-life/counter-strike/et cetera..... and I did turn off my firewall...and I have it sv_lan 0......but it still doesnt show up...you can join by putting in the IP but it doesnt show up on the serverlist.

then it works. If a friend can join through your external IP it works. It may not show up for you due to conflict with registered steam IDs (since your server already has your steam ID, your client may not be able to request a server list with your server in it)
