Like if I downloaded Resident Evil Army models would other people be able to see them in game?

Negative. They need to have the models also, or they'll just see the regular models. |

Unfortunatly not. But if the other guy got the models, he can see them ^^

But, if you host a server with custom models, no one will be able to join, i think.

no they will be able to join just fine, only they will see there own models, not the custom ones, unless you mean map models, then if the server doesnt download them automattically they will not be able to join that map
