The program required for mapping is called hammer editor. There are other programs but ive forgoten what they are. http://collective.valve-erc.com/index.php?go=hammer. But this is only for hl1 .For hl2 mapping you will have to download the sdk content through steam. you can find some decent mapping tutorials by seraching for them. Hope this has helped.
