Ah yes, in electromagnetic waves, then Hertz refers to the frequency of the wavelengths. In computing, this is a measure of how many clock signals can be passed completely through your processor in a clock "cycle" for example, if you had a 1 Mhz machine, your processor could pass one million clock signals per second. 1 Ghz one billion, and 3 Ghz 3 billion clock cycles per second.
